Process Safety Program Manager

Process Safety Management Program Manager (PSM PM)

Responsible for the design, implementation, ongoing management, and continuous improvement of the company's Process Safety Management program. 

 

Those responsibilities include, but are not limited to:

  • Ensuring compliance with administrative policies, procedures related to OSHA PSM regulations and EPA’s Risk Management Program (RMP).
  • Serving as the primary interface with OSHA and the EPA with respect to PSM or RMP visits or inquiries.
  • Owner of all company PSM standards and procedures and PSM-related work processes.
  • SME for oversight and maintenance relevant portions of the EHSQ platform.
  • Being knowledgeable in relevant process safety laws, codes, regulations, consensus standards, recommended practices (RAGAGEP), and guidelines
  • Primary liaison on behalf of the company when engaging with 3rd party experts or consultants covering the same scope of work.
  • Owner and expert of facility siting studies (FSS/QRA) for each site.
  • Owner, expert and facilitator of PHAs for each site.
  • Leads or supports other process safety engineering activities including alarm management, safety instrumented systems, relief & flare studies, etc.
  • Assesses and prioritizes company-wide process safety risks; lead the development of action plans / initial project scope
  • Develops, owns, maintains, shares, and reacts to PSM KPIs for all sites.
  • Develops and delivers process safety and risk management training programs - interface with company Training and Development Manager
  • Trainer of all plant process engineers and operations specialist in the PSM hazards and protections.
  • Owner and administrator of the eMOC system.
  • Ensure that the eMOC system meets the needs of all PCT sites by partnering with all stakeholders to ensure success. 
  • Provides training on MOC and eMOC and ensures that the appropriate personnel, which may include themselves, are signing-off and approving MOCs.
  • Provides project support to the PMO organization on design changes impacting process safety.
  • Provides PSM support for individual sites, include approvals for bypass authorization of PSM-related safety systems.
  • Process Safety focal point / interface for engineering discussions with potential JV partner's engineering organizations.
  • Auditor of PSM-related work processes at sites to ensure they are working and providing the protections as designed.
  • Interfaces with OS and Env PMs as needed when standards, procedures, work processes interact or overlap to ensure clarity of roles and that all stakeholder needs are met.

Qualifications & Preferences

  • 15+ years of experience.
  • Strong risk assessment background with experience facilitating risk and hazard assessments (HAZOP, LOPA, SIS, etc.)
  • Experience with various engineering and risk tools:  simulation, design, etc. (PHAWorks, Aspen, etc.)
  • Proficient with modern workplace software (Office, etc.)
  • BS in ChE
  • CCPS Process Safety Professional (CCPSC) preferred
  • Apollo or other facilitated investigations training preferred
